replace the Coffee Roast Express, located at 780 Main Street. The applicant wishes to serve
alcohol at the restaurant after 10:00 p.m. Restaurant establishments that serve alcohol after
10:00 p.m. are considered "bars" by the Municipal Code and are conditionally allowed uses in
the C-C District, the zoning of the subject site. Therefore, the applicant has applied for such a
permit.

II. SITE DESCRIPTION

The subject site is an approximately 15,775 square foot parcel at the southeast comer of Main
and Ray Streets. The existing building includes an approximately 4,169 square foot storage
basement, an approximately 3,899 square foot first floor, and an approximately 3,271 square
foot second floor. The proposed restaurant/bar would be located on the first floor replacing the
existing Coffee Roast Express business. Existing second floor office tenants include Innovius,
Pivotal Ventures LLC, Sage Pattie Individual and Family Therapist, and Entelligix Inc. Two
driveways on Ray Street lead to a 20-space paved parking lot behind the building.

The project site is located in Downtown Pleasanton in an area of mixed land uses, which is
typical of the C-C Zoning District. The site is bordered on the north by the 800 Main StreetJ397
Ray Street retail/office building, on the east by residences on Ray Street, on the west by the U.S.
Bank and the Rose Hotel, and on the south by Pleasanton Liquors at 728 Main Street.

III. PROPOSED PROJECT

The applicant's restaurant would occupy the entire first floor of the building. In addition, an
approximately 501 square foot portion of the basement would be used for keg and dry gOOds
storage. The restaurant and bar would serve breakfast, lunch, and dinner and would primarily
feature British dishes (see attached menu). A variety of beer, wine, and spirits would be served.
The restaurant would be open fi.om 7:00 a.m. to 1:00 a.m., Monday through Saturday, and 8:00
a.m. to midnight on Sundays. Food service would be available from opening to close of
business, with a limited cold menu available towards closing. The applicant has indicated that
the restaurant would be "upscale but friendly and comfortable."

As proposed, the facility would seat 133 customers inside. The applicant would also utilize
outdoor dining areas in the front and southern side of the building; the fi'ont dining area would
seat approximately 12 patrons, while the side dining area would seat approximately 42 patrons.
In total, the restaurant could seat up to 187 patrons, both inside and out. A maximum of 6 to 15
employees would be on duty during any given shit~. Security personnel would be employed on
Friday and Saturday nights to check IDs. No live music, dancing, or entertainment would be
provided. Low-level recorded music would be played in the restaurant.

Page - 2
