on St. John's Street. Christine Cardullo also expressed concern about noise and parking
on Ray Street. Since receiving those comments, additional e-mail was received; the
Commissioners have copies of those.

Mr. Iserson advised that the Economic Restructuring Committee of the Pleasanton
Downtown Association supports this use permit, encourages the use of valet parking, and
encourages other businesses on Main Street and side streets within a half block of Main
to stay open until 1:00 a.m. to create a downtown nightlife.

Mr. Iserson was comfortable with the conditions of approval and believed that late hours
would work. Staff was sensitive to the concerns of surrounding neighbors, and tried to
create a balance that would minimize any issues. He recommended this application
subject to the conditions listed in Exhibit "B."

Commissioner Roberts noted that the in-lieu fee had not been paid for the 35 parking
spaces.

Mr. Iserson confirmed that the applicant was aware that it must be paid. He noted that the
proposed Parking Ordinance would lower the required parking for this use if the
Ordinance is adopted.

In response to an inquiry by Commissioner Maas, Mr. Iserson confirmed that the in lieu
fee was not paid because the City Council specifically approved it as a deferred in liet~
parking agreement.

THE PUBLIC HEARING WAS OPENED.

Mari Kennard, applicant, noted that she ran a family owned and operated business, and
that the Danville business had been open for two-and-a-half years. She believed that the
Crown Pub could be an asset to the family-oriented community, where she had lived for
14 years. She noted that a pub was different from a bar, and noted that historically, the
pub was located next to the town church in Britain. She noted that food was always
served, and that the pub would be an appropriate place to bring a grandparent or child.
She acknowledged that there had been concerns about the atmosphere of the business, as
well as competition from the Main Street Brewery. She noted that the Danville pub
enhanced the neighborhood, and added that a nearby restaurant benefited from the pub's
overflow business. She believed that the Crown Pub's presence would energize the north
end of Main Street.

Ms. Kennard noted that she would mitigate any parking concerns, and prided herself on
running a reputable pub. She noted that they enjoyed a good reputation and relationship
with the Danville Police and Fire Departments. She noted that the cost of valet parking
would be deducted from the customer's bill.

Commissioner Roberts suggested that Ms. Kennard add Livermore Valley wines 'to her
wine list. She agreed to consider that suggestion.

PLANNING COMMISSION MINUTES September 10, 2003 EXCERPTS
