RESOLUTION NO. 2026-013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING
A POLICY AND PROCEDURES FOR THE EARLY REVIEW OF PROJECTS
REQUIRING LEGISLATIVE AMENDMENTS
WHEREAS, the City routinely receives requests and inquiries from property owners
concerning residential and commercial development projects that require legislative approval by
the City, such as General Plan Amendments, Zoning Map Amendments, and Specific Plan
Amendments; and
WHEREAS, such applications tend to be costly and complex for applicants to prepare and
for the City to process, requiring significant dedication of staff resources; and
WHEREAS, the City does not have a formal process in place to allow for early input on
such proposals, in light of their potential merits and with respect to their prioritization for allocation
of staff resources among other City Council work plan priorities; and
WHEREAS, on February 3, 2026, the City Council considered the merits of developing a
structured process and procedures for early consideration of such requests, and directed staff to
develop a draft policy for review and consideration; and
WHEREAS, staff has prepared a draft policy in accordance with the City Council's
direction, establishing procedures for timing, application content, review parameters with,
particular focus on evaluation of potential community benefits, fiscal balance, and conformance
to Strategic Plan goals and strategies and other City-adopted plans and policies;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES
RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING:
SECTION 1. The adoption of the proposed policy would be exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Section CEQA Guidelines Section
15061(b)(3), since adoption of the policy itself would have no effect on the environment. Adoption
of the policy would establish administrative procedures for early review and direction by City
Council for projects requiring legislative amendments, but would not entitle, approve or confer
land use changes or any specific development rights. Such entitlements would be duly considered
and analyzed as part of a subsequent formal application and discretionary review process, and
subject to separate CEQA review at the time of application.
SECTION 2. The City Council hereby adopts the Policy and Procedures for the Early
Review of Projects Requiring Legislative Amendments, as reflected in Exhibit A.
SECTION 3. This resolution shall become effective immediately upon its passage and
adoption.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at
a regular meeting held on March 17, 2026.
{Signatures to follow on next page}
