<br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br />Date: February 13, 2026 <br />To: Finance Contracts <br />From: Ellen Clark, Director of Community and Economic Development <br />Subject: Summary of RFP Process for Sports Facility Economic Consultant <br /> <br /> <br />The City issued a Request for Proposals to five professional services firms (BAE Urban Economics, <br />Strategic Economics, NHA Advisors, Economic and Planning Systems, and Kosmont) on December 5, <br />2025, with a submittal deadline of December 29, 2025 (the deadline was extended by one week during <br />the process, to allow adequate time to submit). <br /> <br />Four proposals were received by the deadline, including proposed costs, as follows: <br /> <br />- BAE Urban Economics: $95,118 (inclusive of contingency) <br />- EPS: $52,400 <br />- Sports Facilities Company/Kosmont: $64,900 <br />- NHA Advisors (proposal for Financial Analysis only): $29,500 <br /> <br />Based on the submitted proposals and stated qualifications, all four firms were interviewed by a team of <br />City Staff, including the Community and Economic Development Director, Finance Director, and <br />Assistant City Manager, on January 9 and 12, 2026. <br /> <br />The review panel unanimously recommended a combined team comprising BAE and NHA Advisors, <br />with BAE as the lead contracting consultant, based on their breadth of experience and qualifications <br />with similar projects.
