FOR AN
INCREASE OF $300,000 FOR STREET LIGHT MAINTENANCE FOR FISCAL
YEAR 2024/2025, BRINGING THE TOTAL CONTRACT CAPACITY FOR FISCAL
YEAR 2024/2025 TO $600,000 AND THE TOTAL CUMULATIVE COMPENSATION
AMOUNT TO $1,200,000

SUMMARY
In 2023, Vista Universal, Inc. was selected as the most responsive bidder through a Request
for Proposal (RFP) process for the maintenance of the City’s streetlights, pathway, and parking
lot lights. The term of the current three-year agreement with Vista Universal, Inc. is September
1, 2023, to June 30, 2026, with an option to extend the agreement for two additional one-year
terms with allowable cost increases based on the Local Consumer Price Index (CPI).

The proposed increase will add funds to the Operation Repair and Replacement (R&R-519)
program for the replacement of copper wire and equipment, replacement of poles due to
unexpected theft and traffic-related incidents, and add funds from the Hacienda Business Park
Owners Association Special Maintenance District program account for Hacienda's upcoming
pole replacement projects.

RECOMMENDATION
Approve and authorize the City Manager to enter an amendment with Vista Universal Inc. for
an increase of $300,000 for Fiscal Year 2024/25, for a total contract capacity for Fiscal Year
2024/25 of $600,000, and an increase in total cumulative compensation to $1,200,000.

BACKGROUND
The City maintains more than 8,100 streetlights, pathways, and parking lot lights. The
maintenance of the streetlights, pathways, and parking lot lights includes night checks of
arterial roadways, replacement of photocells or fixtures, ultrasonic pole testing, pole painting,
and emergency response to pole knockdowns. In August 2023, the City entered into an
agreement with Vista Universal, Inc. for $300,000 annually, with a total not-to-exceed contract
amount of $900,000 for these services.

DISCUSSION
The proposed first amendment to the agreement with Vista Universal brings the total contract
capacity for this fiscal year to $600,000 and the total cumulative compensation amount to
$1,200,000. Specifically, the additional funding is focused on three key areas:

Copper Wire Theft Mitigation ($50,000)
In 2024, the City experienced multiple incidents of copper wire theft at community parks, where
Docusign Envelope ID: AACB841B-28FF-407D-84F0-0A123C90D3ECDocusign Envelope ID: CE04E2DE-0744-4E92-B2F1-7183FA34301F
