REGIONAL GROUNDWATER FACILITIES PROJECT
FEASIBILITY STUDY

34 Zone 7 Water Agency
December, 2025

 Final production well design, pump selection, and motor sizing based on full-scale performance
testing;
 Final configuration and layout of the Tennis Park and Hansen Park well pump station facilities;
 Final configuration and layout of the reconfigured HCF; and
 Detailed construction sequencing and phasing combined with schedule considerations
Deferring these decisions allows for coordination with City departments, public outreach, and refinement
of technical assumptions while maintaining flexibility as the project advances.
Treatment Considerations and Future Planning
In addition to defining the facilities required for initial project implementation, the BODR includes a
planning-level evaluation of potential future treatment pathways to address longer-term water quality
considerations and Zone 7 water quality target goals. These considerations focus on treatment of total
dissolved solids (TDS), per- and polyfluoroalkyl substances (PFAS), or a combined treatment approach,
recognizing both current groundwater quality conditions and the potential for future regulatory or basin-
wide water quality changes.
The BODR treatment evaluation is intentionally framed as a future planning effort and documents the
regulatory context, treatment drivers, and conceptual treatment strategies that could be required under
different water quality scenarios, including blending of treatment technologies, development of
centralized treatment facilities, and phased implementation approaches. The BODR also identifies the
relative scale, operational complexity, footprint implications, and order-of-magnitude cost considerations
associated with these treatment pathways, without selecting or recommending a specific treatment
configuration at this time subject to Zone 7 future decision making. Key findings from the BODR treatment
evaluation include:
 Treatment for PFAS and/or TDS is not required for initial implementation of the groundwater
production facilities associated with Alternative 2, based on current water quality data from the
test wells;
 Future treatment needs, if any, would be driven by changes in regulatory requirements, long-term
groundwater quality trends, or Zone 7 policy direction related to water quality targets and basin
management objectives;
 Treatment strategies may differ depending on whether future needs are limited to PFAS, limited
to TDS, or require a combined treatment approach, with materially different capital, operational,
and siting implications; and
 Any future treatment facilities would require additional planning, environmental review,
stakeholder coordination, and funding considerations separate from the Phase II scope.
Final selection of any treatment approach, whether TDS only, PFAS only, or combined treatment, will be
guided by Zone 7 policy direction, evolving regulatory requirements, and confirmation of long-term water
quality objectives. Such decisions would occur independently of, and subsequent to, implementation of
the initial groundwater production facilities under Alternative 2.
