Annual chemical supply costs for Alternative 1
includes flouride for Turnout No. 8. Alternative 2 includes flouride costs for Turnout No. 8 and chloramination chemical costs, which
are assumed to be equivalent to Alternative 3. Alternative 3 includes flouride and chloramination chemical costs for both well sites.
3) Annual O&M costs for the chemical process equipment was assumed to be approximately 2% of process equipment costs as
detailed in Appendix C. For Alternative 2, the O&M costs was assumed to be approximately 2% of chloramination upgrade direct
costs.
1) Annual labor for operations, maintenance, reporting, and compliance.
4) Equivalent Uniform Annual Cost (EUAC) of planning-level rehabilitation measures (mechanical/chemical) at year 20 and 40.
5) EUAC of full pump replacement (column, motor, and bowl assembly) at year 20 and 40.
6) Annual SCADA/PLC maintenance and instrumentation replacement/calibration.
7) EUAC of major electrical renewal (e.g., cabinets, breakers, PLC/SCADA upgrades, VFDs, etc.) at year 20 and 40.
8) Annual pumping energy cost. For Alternative 2, City cost share for O&M is 50%.
9) Costs taken from Regional Groundwater Facilities Project Feasibility Study prepared by LSCE (2025). Costs provided in the
Regional Groundwater Facilities Feasibility Study are from May 2025. According to Engineering News Record’s 20-City Cost Index,
market escalation from May 2025 to February 2026 is 2 percent. The costs provided in this table are escalated to 2026 dollars. For
Alternative 2, City cost share for O&M is 50%. For Alternative 3, it was assumed O&M costs are 75% of Alternative 2 O&M costs
despite the annual production being half due to a loss in the economy of scale.
10) EUAC of full chemical process equipment replacement at year 20 and 40. Present value of replacement costs used to calculate
the EUAC were estimated by Carollo as detailed in Appendix C.
11) Does not include financing costs, permitting, land acquisition, administrative overhead, or other soft costs.
12) Estimates do not account for emergency repairs, catastrophic equipment failures, or changes in regulatory standards.
13) All costs are estimates, expressed in 2026 dollars (constant, no escalation) with no allowance for future inflation or changes in
labor/chemical/energy prices to be consistent with Regional Groundwater Facilities Project Feasibility Study prepared by LSCE
