Local utility programs
EQUITY AND SUSTAINABILITY
The Energy Infrastructure Modernization Program supports the City's CAP 2.0 by reducing
greenhouse gas emissions through energy efficiency measures, renewable energy
installations, and facility modernization. The Program is expected to reduce operational cost,
improve infrastructure resilience, and enhance indoor environmental quality equitably across
all City facilities. These outcomes advance the City’s sustainability goals and support
applicable state energy requirements.
OUTREACH
The City advertised the RFQ in April 2025 in accordance with standard procedures. The
Energy and Environment Commission also provided feedback on the RFQ scope of work in
January 2025, prior to its issuance, which provided an opportunity for public comment.
As program direction is refined, the City will engage with appropriate stakeholder groups. If the
City Council elects to proceed with implementation, a public hearing will be conducted in
accordance with California Government Code Section 4217. If approved, Climatec would
support ongoing communication regarding major milestones and savings performance (e.g.,
press releases, a program website or microsite, community meetings, and City Council
updates).
STRATEGIC PLAN ALIGNMENT
Approval of the RFQ award and authorization of the ESA with Climatec advances the citywide
ONE Pleasanton Strategic Plan goals and strategies, including:
Funding Our Future Strategy 1: Develop a long-term strategy for funding operations
and maintenance needs of community-owned facilities and infrastructure. The Program
is intended to reduce operating cost pressures by implementing energy-saving
measures that generate guaranteed savings to help offset infrastructure investment
costs.
Investing in Our Environment Strategy 2: Develop an Asset Management Plan to
address comprehensive long-term planning for maintenance, renovation, repair, and/or
replacement of infrastructure and public facilities. The Program also advances the City’s
CAP 2.0 through energy efficiency and resilience measures that reduce greenhouse
gas emissions and promote environmental stewardship.
Safeguarding Our City Strategy 1: Assesses the City’s overall emergency
preparedness capabilities, resources, and tools and implements changes as needed to
ensure the City is properly positioned to respond to disasters.
FISCAL IMPACT
None at this time. Under the ESA, Climatec will perform the site assessments and program
development at its own risk and at no cost to the City ($0). This action does not authorize
implementation work. Subject to separate City Council approval, the ESA would be amended
to include a not-to-exceed turnkey price, with Climatec serving as the design-build contractor.
The turnkey implementation price would include Climatec’s five percent profit fee and recovery
Docusign Envelope ID: 2116ABC8-4A4A-8B43-82A0-6C965050EDC5
