RESOLUTION NO. 2026-017 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING THE ALAMEDA COUNTY TRANSPORTATION COMMISSION MASTER PROGRAMS FUNDING AGREEMENT WHEREAS, voters approved the 20-year Measure B half-cent transportation sales tax in 1986 and reauthorized it in 2000, and the Alameda County Transportation Commission (Alameda CTC) is responsible for the distribution of the sales tax funds; and WHEREAS, voters approved the Vehicle Registration Fee (VRF) of $10 in 2010, and the Alameda CTC is responsible for the distribution of the fee revenues; and WHEREAS, voters approved the 30-year Measure BB in 2014, extending the existing half-cent transportation sales tax and approving an additional half-cent transportation sales tax, and the Alameda CTC is responsible for the distribution of the fee revenues; and WHEREAS, Measure B, Measure BB, and VRF require the City of Pleasanton to enter into a Master Programs Funding Agreement with Alameda CTC for receipt and eligibility of funds known as direct local distribution to local jurisdictions by established formulas to support bicycle and pedestrian, local transportation (local streets and roads), transit, and paratransit programs; and WHEREAS, the City of Pleasanton entered into a 10-year Master Programs Funding Agreement with Alameda CTC in 2012 for Measure B and VRF funds; and WHEREAS, the City of Pleasanton entered into a new 10-year Master Programs Funding Agreement that superseded the previous agreements with the Alameda CTC for Measure B, Measure BB, and VRF in 2016, and the Agreement is set to expire on July 1, 2026; and WHEREAS, the Alameda CTC has developed a new 10-year Master Programs Funding Agreement that will supersede the existing 10-year Master Programs Funding Agreement for Measure BB and VRF funding distributions beginning July 1, 2026, included as Exhibit A to this resolution, and WHEREAS, the Alameda CTC has developed a new one-year Master Programs Funding Agreement that will supersede the existing 10-year Master Programs Funding Agreement for Measure B beginning July 1, 2026, included as Exhibit B to this resolution, and WHEREAS, implementation guidelines for each program are incorporated into the Master Programs Funding Agreement and guide fund eligibility and expenditures. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City of Pleasanton City Council approves the MPFAs attached as Exhibits A and B to this resolution.
