RESOLUTION NO. 2026-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING
THREE NEW POLICIES RELATED TO APPLICATIONS FOR WIRELESS FACILITIES:
MACRO TOWERS, SMALL CELLS, AND MODIFICATIONS TO EXISTING FACILITIES
WHEREAS, given the complex and continually evolving nature of federal and state laws
concerning wireless, setting the regulatory framework for wireless applications in policies (rather
than in the municipal code) provides the City with the ability to adapt more flexibly over time and
remain in step with regulatory changes as well as changes in technology; and
WHEREAS, on March 25, 2026, the Planning Commission held a duly noticed public
hearing to consider the three new wireless policies and made a recommendation to the City
Council to approve three new policies; and
WHEREAS, at a duly noticed public hearing on April 21, 2026, the City Council considered
the staff report and all written and oral testimony, and introduced an Ordinance amending Chapter
18.110 of the Pleasanton Municipal Code; and
WHEREAS, said ordinance provides that all wireless facilities shall be governed by three
new policies, covering macro facilities, small cell facilities, and existing facilities under Section
6409 as adopted by this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES
RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING:
SECTION 1. The City Council hereby adopts the following three policies related to: 1)
Wireless Telecommunications Facilities (a.k.a. macro facilities) (Exhibit A) ; 2) Small Wireless
Facilities (a.k.a., small cells) (Exhibit B); and 3) Collocations and Modifications to Existing
Wireless Facilities as Eligible Facilities Requests (a.k.a. section 6409 applications) (Exhibit C).
SECTION 2. If any of the three policies qualifies as a "project" subject to California
Environmental Quality Act ("CEQA") Guidelines § 15378 and California Public Resources Code
§ 21065, the City Council finds that, pursuant to CEQA Guidelines § 15061(b)(3), there is no
possibility that the project will have a significant impact on the physical environment. These three
policies are adopted in a manner that complies with federal and state regulations. These three
policies do not directly or indirectly authorize or approve any actual changes in the physical
environment. Applications for any new wireless facility or change to an existing wireless facility
would be subject to additional environmental review on a case-by-case basis. Accordingly, the
City Council finds that these three policies are exempt from CEQA under the general rule.
SECTION 3. This resolution shall become effective immediately after its passage and
adoption.
{Signatures to follow on next page)
