Staff recommends that the City Council authorize the
application for $42,856 in CLLS grant funding to support Pleasanton Library’s Adult Literacy
Services for fiscal year (FY) 2026/27. If awarded, acceptance of funds will be authorized by the
City Manager and available from July 1, 2026, through June 30, 2027.

RECOMMENDATION
Adopt a resolution authorizing the application to the State of California Library Literacy
Services Grant in the amount of $42,856 for fiscal year 2026/27 and authorizing the City
Manager to accept and allocate the funds.

BACKGROUND
Since 1985, the Pleasanton Public Library has offered adult literacy services. In 2006, the City
began receiving annual State of California Library Literacy Services (CLLS) grant funds to
support these efforts. For fiscal year (FY) 2025/26, the City received $45,722 for Adult Literacy
Services and $61,071 for English as a Second Language (ESL) Services, two interrelated
literacy programs collectively known as Pleasanton Reads. The State grant for ESL services
was a limited-term grant opportunity and will end on June 30, 2026.

Community Need
Pleasanton has approximately 80,000 residents. Of these, approximately 44 percent speak a
language other than English at home, reflecting the community’s linguistic diversity.
Approximately 5.6 percent of residents speak English less than very well, which can create
barriers to accessing services, programs, and information. In addition, approximately 5.3
percent of the population lives below the poverty level. Residents experiencing economic
challenges may also face barriers related to educational attainment and access to resources,
highlighting the importance of inclusive and accessible community services.

(Sources: U.S. Census Bureau, American Community Survey 2018 to 2022 five-year estimates
Table S1601 and Census QuickFacts for Pleasanton, California)

This combination of language, socioeconomic, and educational factors underscores the need
to support residents in developing English language skills. Staff has identified the following
critical literacy needs in the community:
