Civic Center, Senior Center, Veterans Memorial Building, Pleasanton Library, Operations
Service Center, Firehouse Arts Center, Dolores Bengston Aquatic Center (DBAC), and Alviso
Adobe Community Park.

These systems must be routinely inspected, tested, and maintained in accordance with NFPA
72, NFPA 25, the California Fire Code, and other applicable regulations.

The required services include 24/7 monitoring, quarterly and annual inspections and testing,
preventive maintenance, and on-call repair services. Facilities, including the Operations
Service Center, Library, and Police Department, will be incorporated into the agreement as
upgrades are completed.

Tri-Signal Integration, Inc. was selected as the best-value bidder based on the evaluation
criteria and the firm’s responsiveness to the bid requirements, demonstrated qualifications,
experience, and cost.

DISCUSSION
The proposed agreement provides comprehensive fire alarm services at City facilities,
including inspection, testing, maintenance, monitoring, and repair. Tri-Signal Integration, Inc.
was determined to be the lowest responsive and responsible bidder and demonstrated the
ability to provide NFPA-compliant inspections and testing; provide preventive maintenance and
component repairs; respond to emergencies 24/7; deliver continuous UL 827-compliant
monitoring and alarm coordination; and support system upgrades and code compliance in
coordination with the Fire Marshal.

Fire alarm systems are a critical life-safety infrastructure. Ongoing maintenance helps protect
occupants and staff, supports regulatory compliance, reduces liability and risk exposure, and
improves the reliability of City facilities and services. Given the age of certain facilities and
ongoing modernization efforts, a qualified contractor is essential to sustain long-term system
performance and asset reliability.

EQUITY AND SUSTAINABILITY
This agreement supports equitable access to safe public facilities by ensuring that City
buildings, including public safety, recreation, and community service buildings, remain
protected by fully functional life-safety systems. Maintaining code-compliant fire alarm systems
promotes long-term infrastructure reliability and risk reduction.

OUTREACH
The Request for Bids was publicly advertised on the City’s website and BidNet Direct. A
mandatory pre-bid conference was held to provide project information and ensure all bidders
had equal access to the same information.

STRATEGIC PLAN ALIGNMENT
Approval of this action supports the citywide ONE Pleasanton Strategic Plan goal of Investing
in Our Environment by maintaining safe, reliable, and well-managed public facilities and
infrastructure.
