requirements, activities cannot be paused. The remaining staff do not have sufficient capacity
to absorb this workload, as other critical projects are also entering construction or are under
design.

Carlson Management proposes providing Bill Carlson to support both the Associate Civil
Engineer and the Senior Civil Engineer roles, with responsibility for CIP oversight. Mr. Carlson
is familiar with the City's policies and procedures, has been providing staff augmentation
services within the Engineering Division, and can continue supporting ongoing projects without
interruption.

Recruitments to fill the vacant positions are underway. However, due to an industry-wide
shortage of qualified engineers, the hiring process is expected to take longer than usual.

EQUITY AND SUSTAINABILITY
This recommendation was developed in accordance with the City’s Procurement Policy and
previously City Council-approved purchasing and contracting provisions.

OUTREACH
No outreach was completed as this is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton Strategic Plan goal of Investing in Our
Environment, Strategy 1: Implement the Four-Year Capital Improvement Program (CIP) to
complete the design and construction of budgeted capital projects.

FISCAL IMPACT
The requested amendment will be funded through salary savings from the vacant Senior Civil
Engineer and Associate Civil Engineer positions within the Public Works operating budget for
professional services. The First Amendment will increase the agreement by a not-to-exceed
amount of $187,500, for a revised total not-to-exceed amount of $470,000. Once the vacant
positions are filled, the contract will be terminated.

Prepared by: Submitted by: Approved by:

Adam Nelkie, Assistant Dir.
of Public Works -
Engineering
Siew-Chin Yeong, Director of Public
Works

Gerry Beaudin, City
Manager

Attachments:
1.
