recommends incorporating the discussion into the City’s upcoming budget process and
discussion on the General Fund, separating the discussion from the overall sewer enterprise
funding and rate analysis.

Proposed Pleasanton Sewer Rates
Proposed Pleasanton sewer rates are designed to meet the financial plan’s revenue
requirements and reflect the updated cost-of-service results and proposed sewer rate
changes. Rates have been developed to ensure that the sewer enterprise remains financially
sustainable over the study period while meeting the sewer program's needs. Table 2 reflects
the proposed sewer rates by customer category effective January 1, 2027. The rates in this
table do not include DSRSD and Livermore sanitary charges, which are a direct pass-through
cost to Pleasanton customers.

Table 2. Proposed Pleasanton Sewer Rates Effective January 1, 2027 (Excludes DSRSD and
Livermore Charges)

Customer Impacts
Impacts were evaluated by comparing current bills to projected bills under the proposed rates
for residential and non-residential customers. In the analysis, staff evaluated the impact of
customers on the City’s sewer collection costs. A second customer impact analysis was
performed using combined bills that included Pleasanton collection charges and treatment
costs from DSRSD or Livermore. The result of this analysis is summarized in Table 3 —
Analysis of Pleasanton Sewer Bill Changes by Customer Classification.
