I last
addressed the City Council during the July Workshop, encouraging the
acceleration of the annexation of Castlewood into Pleasanton.
Since then, we have continued to confirm the residents of Castlewood support
annexation, received verbal support from Supervisor Haubert, and critically,
received the backing of LAFCo. In fact, LAFCo has agreed to fund $10,000
towards an annexation analysis, and the residents of Castlewood will fund the
rest. Attached is the presentation made to LAFCo in September.
This is one of those rare occasions where action benefits all parties. It is a true
win/win for the County, for Castlewood, and for Pleasanton. All we need to
proceed with the funded analysis is authorization from the Pleasanton City
Council to direct staff to cooperate with the consultants involved.
To quickly recap how annexation aligns with multiple strategic priorities for
Pleasanton:
Goal A. Funding Our Future Strategy - just from property tax alone,
Castlewood would provide ~$1m in revenue annually. Each month we delay,
that money is lost to the County general fund.
Goal C. Investing in Our Environment – Our communities are co-dependent.
Pleasanton should have direct access to the infrastructure at Castlewood,
including water and sewer.
Goal D. Safeguarding Our City – In the middle of this March heatwave, it’s
good to remember that Castlewood is the first line of defense for Pleasanton
in a wildfire. The water tanks at Castlewood, critical to that effort, have gone
dry in the past simply due to negligence by the County.
Goal E. Building a Community Where Everyone Belongs – The residents of
Castlewood are already here. For Pleasanton, there are no additional ‘soft
costs’ to formalizing a long-standing relationship.
