#
Item description Cost Notes
1 Project Initiation:
DKF will conduct a project kickoff meeting with City of Pleasanton staff to confirm project objectives,
roles, expectations, and communication protocols. This task will include confirmation of system
characteristics, staffing and operational responsibilities, regulatory oversight, and the proposed project
schedule.
Phase I is anticipated to be completed within approximately4–6
weeksfollowing notice to proceed, subject to City staff availability and
timely access to requested documents.
Assumptions and Exclusions:
• Phase I does not include drafting of full manual sections or SOPs
• Engineering analysis, system modeling, or field sampling are not
included
•The City will provide reasonable access to staff and relevant
documents
2 Document and Information Review
DKF will review existing City documents and operational materials relevant to water system operations,
as provided by the City, which may include:
•Existing water operations procedures and SOPs
•Emergency Response Plan (ERP) and emergency notification protocols
•Cross-Connection Control Program documentation
•Water quality monitoring and sampling plans
•System maps and asset inventories (for reference purposes)
•Safety programs including the Injury and Illness Prevention Program (IIPP), confined space,
lockout/tagout, traffic control, and chemical safety
•Recent regulatory correspondence, inspections, or audit findings
The document review will be used to identify usable content, assess consistency with current practices,
and identify procedural gaps.
3 Stakeholder Interviews and Operational Walkthroughs
DKF will conduct structured interviews and/or operational walkthroughs with designated City personnel,
which may include water operations management, distribution system staff, and on-call personnel.
These discussions will focus on actual operating practices, emergency and abnormal operations,
institutional knowledge, continuity risks, and regulatory or safety challenges encountered during routine
operations.
4 Regulatory and Risk Scoping
DKF will identify and confirm the primary regulatory and operational risk drivers applicable to the City of
Pleasanton’s water system, including:
• State Water Resources Control Board / Division of Drinking Water requirements
• Operator certification and coverage requirements
• Water quality monitoring, reporting, and public notification obligations
• Applicable Cal/OSHA safety requirements impacting water operations
• High-risk operational activities requiring formalized procedures
5 Manual Framework and Scope Definition
Based on the findings from Tasks 1–4, DKF will develop a recommended framework for the City of
Pleasanton Water Operations Manual, including:
• A proposed manual outline and organizational structure
• Identification of procedures to be developed, updated, or referenced
• Recommended level of detail appropriate for Pleasanton operations staff
• Coordination points with existing City plans and programs
• Identification of optional enhancements for consideration in Phase II
6 Phase I Deliverables
DKF will provide the following deliverables upon completion of Phase I:
1. A Phase I Scoping Memorandum summarizing key findings, risks, and recommendations
2. A proposed Water Operations Manual outline tailored to the City of Pleasanton
3. A defined scope, schedule, and fee proposal for Phase II – Manual Development
