The policy provides guidance and standards for the
outdoor display of flags at all City facilities and parks, including commemorative flags other
than the United States, California and City flags.

DISCUSSION
The City’s flagpoles are not intended to serve as a forum for free expression by the public. The
City shall display commemorative flags only if authorized by the City Council as an expression
of the City’s official sentiments. The City Council shall only consider a request to display a
commemorative flag if the request is made by a member of the Pleasanton City Council.

Under the policy, a two-step process is required to raise a commemorative flag:
1. A member or the City Council must request display of a commemorative flag; and
2. The City Council must authorize display of a commemorative flag by minute order or
resolution during a duly noticed meeting of the City Council.

Traditionally, the City has raised the Pride Flag during the month of June to commemorate
Pride Month. The Pride Flag has been flown at the 123 Main Street flagpole by the City for the
last seven years, throughout the month of June.

EQUITY AND SUSTAINABILITY
The recommended action advances the City’s value of inclusion from the ONE Pleasanton
citywide strategic plan.

OUTREACH
