ATTACHMENT 1 <br />RESOLUTION NO. _____ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE <br />THE ANNUAL ACTION PLAN (FY 2026-2027) FOR THE USE OF FEDERAL COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> <br />WHEREAS, the City as an entitlement community receives Community Development <br />Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban <br />Development (HUD); and <br />WHEREAS, as part of the requirements to receive this funding, the City must prepare and <br />submit the Five-Year Consolidated Plan, Year 1 Action Plan, and all subsequent Annual Action <br />Plans to HUD; and <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> <br />SECTION 1. Finds that the National Environmental Policy Act (NEPA) generally <br />exempts planning documents such as the Consolidated Plan and Annual Action Plan from <br />environmental review, with project-level review to be conducted as possible. <br /> <br />SECTION 2. The City Council approves the FY 2026/2027 Annual Action Plan, and <br />authorizes the City Manager, or designee, to submit the Action Plan to HUD and to execute all <br />documents and certifications necessary to secure and award funding for the City. <br /> <br />PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br />a regular meeting held on May 19, 2026. <br /> <br />I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br />resolution was adopted by the City Council at a regular meeting held on the 19 day of May 2026, <br />by the following vote: <br /> <br />Ayes: <br />Noes: <br />Absent: <br />Abstain: <br /> <br /> <br />_____________________________ <br />Jocelyn Kwong, City Clerk <br /> <br />APPROVED AS TO FORM: <br /> <br />___________________________ <br />Daniel G.
