Foothill Road: Foothill Knolls Drive to West las Positas Boulevard

In addition to reviewing overall collisions, the PTSAP added a focus on pedestrian- and
bicycle-related collisions to better understand risk factors, trends, and conditions contributing
to pedestrian- and bicycle-related crashes. Pedestrians and bicyclists represent a very small
percentage of roadway users but account for a disproportionately high share of KSI collisions,
highlighting their vulnerability in the transportation system. The analysis highlights key
characteristics of these collisions to inform targeted safety strategies for vulnerable roadway
users.

To better address the safety needs of vulnerable roadway users, the analysis identified mode-
specific Focused High Injury Networks for pedestrians and bicyclists. These networks apply
tailored prioritization criteria to highlight corridors with the highest safety risks for each mode,
supporting targeted and data-driven investment strategies.

Figure 3: Pedestrian Focused High Injury Network
