MEMORANDUM
Date:May 7, 2026
To: Susan Hsieh, Finance Director
From: Michael Stella, City Engineer
Subject: Justification for CSG Consultants
This memo serves as a justification for selecting CSG Consultants as part of the on-call
civil engineering services Statement of Qualifications (SOQ) solicitation. Staff advertised a
request for SOQs in December 2025. Fourteen SOQs from respondent firms were reviewed
with six invited for interviews with staff. Staff will be recommending to the City Council
Professional Services Agreements with four of the consultants based on the firms’
qualifications, interview performances, and responses to inquiries of provided references.
The Council will consider this item as part of their June 2, 2026, agenda. CSG is one of the
four selected consultants. The agreements will be valid from July 1, 2026, through June 30,
2029.
Staff vacancies in the Public Works Department have created an immediate need for
consultant support in advance of July 1. Staff have therefore negotiated a short-term
agreement with CSG that will begin upon agreement execution and terminate on June 30,
2026. After this date, CSG’s services will b e governed by the Professional Services
Agreement commencing on July 1 as described above. The short-term agreement contains
the same terms as the subsequent lo nger term agreement.
No additional funding allocation is needed to approve the short-term agreement with CSG.
Funding for the agreement is available from salary savings associated with the
current vacancies, in the Engineering Admin Budget 00130200-400001 and primarily
under 001302031 with Senior Civil Engineer vacancy. Costs will ultimately be recovered
from fees paid by developers under revenue with private development 00130202 &
00130203. Specific account coding from the adopted Operating budget will be assigned
when an individual task authorization is issued. The not-to-exceed budget within the
short-term agreement is $92,000.
Docusign Envelope ID: 933AD1F9-3B99-8625-8060-2C58C086A941
