RESOLUTION NO. 2026-034 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE <br /> THE ANNUAL ACTION PLAN (FY 2026-2027) FOR THE USE OF FEDERAL COMMUNITY <br /> DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> WHEREAS, the City as an entitlement community receives Community Development <br /> Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban <br /> Development (HUD); and <br /> WHEREAS, as part of the requirements to receive this funding, the City must prepare and <br /> submit the Five-Year Consolidated Plan, Year 1 Action Plan, and all subsequent Annual Action <br /> Plans to HUD; and <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Finds that the National Environmental Policy Act (NEPA) generally <br /> exempts planning documents such as the Consolidated Plan and Annual Action Plan from <br /> environmental review, with project-level review to be conducted as possible. <br /> SECTION 2. The City Council approves the FY 2026/2027 Annual Action Plan, and <br /> authorizes the City Manager, or designee, to submit the Action Plan to HUD and to execute all <br /> documents and certifications necessary to secure and award funding for the City. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on May 19, 2026. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on the 19th day of May 2026, <br /> by the following vote: <br /> Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br /> Noes: None <br /> Absent: None <br /> Abstain: None <br /> /lam' f <br /> Jocelyn Kwong, City Cler <br /> APP-LVED: S TO FORM: <br /> Daniel G.
