In July 2025, we completed a <br />high-level assessment of the selected fee programs. This proposal builds on that work and outlines a <br />comprehensive effort to complete a detailed, defensible cost-of-service analysis to ensure the City’s user <br />and regulatory fees are fully supported, transparent, and aligned with City policy objectives. <br />Using industry-standard methodologies widely applied throughout California, we will develop a detailed <br />fee model that establishes analytically justified maximum fee levels. The study will also update the City’s <br />interjurisdictional fee comparison and support policy discussions regarding pricing objectives, including full <br />or partial cost recovery considerations. The project will conclude with a comprehensive written report and <br />presentations to staff and decision-makers, delivering a clear, defensible, and implementation-ready fee <br />program that supports the City’s long-term service delivery and financial sustainability. <br />NBS brings nearly 25 years of experience supporting California cities, counties, and special districts with <br />cost recovery policy and governmental fee studies.
