Pleasanton’s last
comprehensive ADA Self-Evaluation and Transition Plan was completed in 2002, with a
sidewalk and ramp assessment completed in 2009. An updated, citywide assessment is
needed to support continued compliance and to guide prioritization of accessibility
improvements.

The proposed ADA Self-Evaluation and Transition Plan will evaluate City programs, policies,
facilities, and public infrastructure and establish a framework for identifying and addressing
accessibility barriers. The resulting plan will support long-term capital planning and integration
with the City’s Asset Management Program.

Following a qualifications-based Request for Proposals process, staff recommends awarding a
Professional Services Agreement to Bureau Veritas Technical Assessments LLC in a not-to-
exceed amount of $435,276.

RECOMMENDATION
1. Award a professional services agreement to Bureau Veritas Technical Assessments
LLC in a not-to-exceed amount of $435,276 for the ADA Self-Evaluation and Transition
Plan Project, CIP No. 16437.
2. Authorize the City Manager to execute the Professional Services Agreement.

BACKGROUND
Public rights-of-way and City facilities are required to be accessible to persons with disabilities
pursuant to Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794) and Title II of the
Americans with Disabilities Act of 1990 (ADA) (42 U.S.C. §§ 12131–12164). The City’s last full
update of the ADA Self-Evaluation and Transition Plan was completed in 2002, and the
Sidewalk and Ramp Assessment Survey and Report was prepared in 2009. An updated,
citywide self-evaluation is needed to support ongoing compliance and to guide prioritization of
accessibility improvements.

Docusign Envelope ID: 7CF951A9-F5A4-4F8B-B02B-90C4522C309B
