City of Pleasanton
Landscape Maintenance District No. 1993-1, Windsor
Engineer’s Report

Page 16

The city draŌed a schedule of recommended capital improvement projects that
need to be addressed and their respecƟve cost esƟmate, as well as a planned
replacement/renovaƟon schedule, to fund the necessary capital improvements
and maintain the district to a similar level to when the LMD was created. Even with
the HOA taking over parƟal maintenance responsibiliƟes, staff esƟmates that the
annual assessments would need to be increased from $269 to approximately $400
with the inclusion of an inflaƟon escalator and likely double that if the HOA no
longer pays for water and rouƟne maintenance. Improvement costs over the next
decade are projected to be around $700,000. This includes the $100,000 or so in
turf conversion costs for the turf areas along Bernal Avenue and Tapestry Way that
are required by 2028. The city is working with a consultant and the HOA to develop
the level of maintenance and recommended capital improvements during the
upcoming year to create a comprehensive maintenance and improvement plan
and associated costs.
