City of Pleasanton
Landscape Maintenance District No. 1993-1, Windsor
Engineer’s Report

Page 19

Notes to Estimate of Costs
1. ConƟngency to address maintenance that is not rouƟne in nature, such
as repair or replacement of broken irrigaƟon valves and lines or
pruning/removing failed trees or tree limbs.
2. The HOA has accepted responsibility for the water costs.
3. Incidental and administraƟon cost esƟmates include City staff hours
dedicated to the administraƟon of the assessment (including staff Ɵme
to bid work, monitor contracts and contractors, respond to residents’
inquiries, etc.), county charges for inclusion of assessments on property
tax bills, and other incidental costs.
4. The district’s capital repair and replacement anƟcipated year-end fund
balance is approximately $6,200. The projected 2026-27 expenses
reflect a reduced amount of maintenance to begin to recover the
deficit, although it is likely that the irrigaƟon system will conƟnue to fail
and cause significant expenses due to loss of water and repair costs.
The reserve fund is running as a deficit and no other city funds have
been impacted by the deficit. Reserve/replacement funds will go
toward paying Windsor’s deficit and are held in an interest-bearing
account unƟl needed for repairs to the irrigaƟon system, landscaping
or other District features.
5. The rate shown here is for a single-family home or its equivalent. For
the definiƟon of the term Single Family Equivalent (SFE) and rates for
other types of property, see the secƟon Ɵtled, “Method of Assessment”
and the secƟons following it in this report.
6. The Act requires that proceeds from the assessments must be
deposited into a special fund that has been set up for the revenues
and expenditures of the Maintenance District. Moreover, funds raised
by the assessment shall be used only for the purposes stated within
this Report. Any balance remaining at the end of the Fiscal Year, June
30, must be carried over to the next Fiscal Year. The District may also
establish a reserve fund for conƟngencies and special projects as well
as a capital improvement fund for accumulaƟng funds for larger
capital improvement projects or capital renovaƟon needs.
