City of Pleasanton
Landscape Maintenance District No. 1993-1, Windsor
Engineer’s Report

Page 29

Total General Benefits To Be Financially Contributed From Other Funds is
19.6%
Using a sum of these three measures of general benefit, we find that
approximately 19.6% of the benefits conferred by the Improvements may be
general in nature and should be funded by sources other than the Assessments.
General Benefit CalculaƟon
0.0% (Outside the Maintenance District)
+ 0.0% (Inside the Maintenance District – indirect and derivaƟve)
+ 10.0% (Public at Large)
= 10.0% (Total General Benefit)
Source of Financial Contributions from Other Funds to Satisfy the 10.0%
Requirement
The general benefit contribuƟon is paid in part from other “in-kind,” non-monetary
contribuƟons from the City in the form of infrastructure criƟcal to the conƟnued
maintenance of the Maintenance District Improvements, as described below. Also,
general benefit contribuƟons come from the “annuity” value of the improvements
that were constructed by the developer.
The City of Pleasanton owns, maintains, rehabilitates and replaces the curb and
guƩer along the border of the Maintenance District. This curb and gu Ʃer serves to
support, contain, retain, manage irrigaƟon flow and growth, and provide a
boundary for the Improvements. The contribuƟon from the City of Pleasanton
toward general benefit from the maintenance, rehabilitaƟon, and replacement of
the curb and guƩer is conservaƟvely esƟmated to be 10%, based upon the relaƟve
cost to construct and maintain this criƟcal local infrastructure. In other words, if
the Maintenance District were required to construct and maintain the local curb
and guƩer, the budget would increase by at least 10%.
