Ordinance No. 2306

of the EIR ending on September 23, 2019; and subsequently held a public scoping meeting on
September 11, 2019. Thereafter, the City prepared a Draft EIR (SCH No. 2019080461) and
circulated the document for a 60-day public comment period, from November 21, 2025, to
January 20, 2026. Following the public comment period, the City prepared a Final EIR, which
was posted on the City’s website on April 15, 2026; and

WHEREAS, at its duly noticed public meeting of April 22, 2026, the Planning
Commission considered the written agenda report, all public testimony, relevant exhibits, and
staff recommendations as to the Project; and

WHEREAS, by adoption of Resolution No. PC-2026-08, the Planning Commission
confirmed that:

a. it had independently reviewed and considered the information contained in the
EIR, including the written and oral comments received on the Draft EIR and
written responses to the comments, prior to making a recommendation on the
Project;

b. the EIR reflects the City’s independent judgment and analysis on the potential
environmental impacts of the Project, and provides information to the
decisionmakers and the public on the environmental consequences of approving
the Project; and

c. the EIR adequately describes the Project, its significant environmental impacts,
mitigation measures, and a reasonable range of alternatives.

On these grounds, Resolution No. PC-2026-08 recommended the City Council certify the EIR.

WHEREAS, at its duly noticed public meeting of May 19, 2026, the City Council
considered the written agenda report, all public testimony, relevant exhibits, and staff/Planning
Commission recommendations.

WHEREAS, the City Council finds that the Project is consistent with the General Plan
and the purposes of the PUD ordinance based on the considerations set forth in this
ordinance.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY
ORDAIN AS FOLLOWS:

Section 1: Findings for approval of PUD Development Plan (PUD-130).
With respect to Case No. PUD-130, the City Council makes the following findings and
determinations with respect to each of the considerations for a PUD Development Plan as
required by Section 18.68.110 of the PMC:

1. Whether the plan is in the best interests of the public health, safety, and general
welfare:
