City of Pleasanton
LighƟng & Landscape Maintenance District No. 1995-1,
Moller Ranch
Engineer’s Report

Page 6

Introduction
Overview
The Moller Ranch Landscape Maintenance District, 1995-1, was created in 1995 as
a means to fund the maintenance of the designated landscaped and open space
areas, and common area features for the 101 parcel Moller Ranch subdivision. The
district was formed prior to the passage of ProposiƟon 218, the “Right to Vote on
Taxes Act” which requires property owner approval to impose or increase
assessments.
When the district was formed, an inflaƟon escalator was built into the assessment
with a maximum assessment at the Ɵme of $1,000 per parcel annually. However,
the inflaƟon escalator has not been applied and, unƟl last year, assessments
remained the same since they were lowered in FY 1999-2000 to $560.53. Last year,
staff determined that an assessment of up to $1,000 with an inflaƟon escalator
was approved at the Ɵme that the district was formed and the assessments were
restored back to the original assessment of $687.12. This year the assessments
will be adjusted per the inflaƟon escalator.
The reduced assessment implemented in 1999 has led to a severe decline in the
level of maintenance, a lack of sufficient funding for capital improvement projects,
and forced the city to shut down a porƟon of the irrigaƟon system. The lack of
irrigaƟon has led to an even further decline of the landscape. The district requires
significant capital improvements to bring the landscape maintenance to a similar
level as approved at the Ɵme of formaƟon, including an upgrade of the irrigaƟon
system, and the non-funcƟonal turf will require removal per AB 1572 by 2029. Staff
intends to draw down the reserve fund this year to implement repair projects and
also meet with the HOA Board to develop a list of prioriƟes so that next year’s
budget and assessment reflects the input of the residents.
