City of Pleasanton
LighƟng & Landscape Maintenance District No. 1995-1,
Moller Ranch
Engineer’s Report

Page 10

An increase in the annual assessment will be necessary in order to meet the
maintenance standards of the District into the future. If addiƟonal funding from a
new or increased assessment is not implemented, the City will be forced to
conƟnue to reduce maintenance and postpone facili Ɵes upgrades, resulƟng in a
conƟnuing deterioraƟon of the grounds and faciliƟes.
City staff discussed the maintenance prioriƟes with residents in several
neighborhood meeƟngs held towards the end of 2025 and into early 2026. Staff
has started to implement the priority projects and will conƟnue to do so this year,
drawing down on the reserve fund for the district. Assessment revenue,
supplemented by reserve fund draws, will allow the City to conƟnue to implement
necessary facility upgrades and improve maintenance, resulƟng in decreased
liability.
Engineer’s Report and Continuation of Assessments
Each year for which the assessments will be conƟnued, the City Council must direct
the preparaƟon of an Engineer's Report, budgets and proposed assessments for
the upcoming fiscal year. AŌer the Engineer's Report is completed, the City Council
may preliminarily approve the Engineer's Report and proposed assessments, and
establish the date for a public hearing on the conƟnuaƟon of the assessments.
This Report was prepared pursuant to the direcƟon of the City Council.
This Engineer’s Report ("Report") was prepared to establish the budget for the
conƟnued maintenance, improvements, and services (“Improvements”) that
would be funded by the proposed fiscal year 2026-27 assessments, determine the
benefits received by property from the Improvements, and the method of
assessment apporƟonment to lots and parcels within the Maintenance District.
This Report and the proposed assessments have been made pursuant to the
Landscaping and LighƟng Act of 1972, Part 2 of Division 15 of the California Streets
and Highways Code ("Act") and ArƟcle XIIID of the California ConsƟtuƟon
(“ArƟcle”).
