City of Pleasanton
LighƟng & Landscape Maintenance District No. 1995-1,
Moller Ranch
Engineer’s Report

Page 16

can have long term impacts to the health of the plants, increasing maintenance
costs and liability in the future.
The City draŌed a schedule of recommended capital improvement projects that
need to be addressed, such as the replacement of the irrigaƟon system, entry
lighƟng improvements, and the lawn conversion, and their respecƟve esƟmated
cost, as well as a planned replacement/renovaƟon schedule. To fund the necessary
capital improvements and maintain the District to a similar level to when the
District was created staff esƟmates that the annual assessments would need to be
increased to $900-1,000 depending on maintenance level with over $1 million
worth of improvements necessary, including the turf conversion mandate, in the
next decade if the city was to restore the landscape to be more in line with the
approved development. The City has begun discussions with the HOA and to
develop the level of maintenance and recommended capital improvements in
2026-27 to create a comprehensive maintenance and improvement plan and
associated costs, and expects to prioriƟze the improvements this coming year.
