• Commissions should communicate feedback to the City Council regularly.
• Greater diversity among commissioners and across commission subject areas is
desired.
• Commissioners should serve as promoters and advocates for their areas in the
community.
• Standardized expectations for all commissioners should be established.
• The current commission structure should be maintained to the extent possible.

In response, staff conducted outreach to four individual commissions, gathered feedback on
proposed changes, and developed a comprehensive set of recommendations.

Structural changes and proposed duties were discussed at these commission meetings:
• Youth Commission — February 11, 2025
• Parks and Recreation Commission — February 12, 2025
• Civic Arts Commission — March 2, 2025
• Library Commission — March 5, 2025

As the Human Services Commission is currently paused, no meeting was held during this time,
and no feedback was solicited.

DISCUSSION
The following summarizes feedback from the four commissions (Civic Arts, Library, Parks and
Recreation, and Youth) as well as staff and ad hoc subcommittee recommendations.

General Recommendations
Biennial Commission/Committee/City Council Workplan Workshop
Staff heard general feedback from many commissions requesting earlier, more structured
involvement in City planning and budget processes. Accordingly, staff recommends a joint
commission/committee and City Council workshop in the first quarter of odd-numbered years,
aligned with the two-year budget, with all commissions and committees participating. This will
give the City Council an opportunity to hear and provide direction on each advisory body's
work plan. The City Council would then adopt the work plans through the budget process to
ensure appropriate alignment between commission activities and available staff and financial
resources. This would also allow each commission chair to learn about the priorities of the
other commissions and committees within the City, building a broader citywide perspective.

Meeting Frequency
For the Civic Arts, Library, and Parks and Recreation Commissions, staff, and the ad hoc
subcommittee recommend that the commission frequency be reduced to at least quarterly,
allowing the commissions to continue in the near term with existing staff resources. This
change was discussed with the three commissions, as outlined in more detail below. These
proposed short-term modifications will allow the commissions to continue for the current fiscal
year, pending additional discussion following the citywide Organizational Assessment and the
next two-year budget process. Additionally, reducing these three commissions to quarterly will
allow staff capacity to bring back the Human Services Commission at a quarterly cadence as
Page 14 of 443
