Annual Rate Adjustment Breakdown

Under the Franchise Agreement, the index-based adjustment uses several cost factors,
including changes in the Consumer Price Index and the approved disposal site tipping fee, to
calculate adjusted rates.

DISCUSSION
Rate Period Nine requires the use of an index-based rate adjustment. On March 31, 2026,
PGS submitted its rate application, which included a proposed 4.59 percent increase and
several additional cost items categorized as Special Rate Review requests. These items
included lease-related costs, stormwater system expenses, and revenue adjustments.

Pursuant to Section 8.4.B.4 of the Franchise Agreement, Special Rate Review requests must
be submitted at least six months before the proposed effective date. Accordingly, most of
these items were not eligible for consideration as part of this year’s rate adjustment.

One exception was the reduction in annual curbside collection revenue, which was accepted
for review with adequate supporting documentation and consistent with prior applications.
Following its review, HF&H determined that the appropriate index-based adjustment for Rate
Period Nine is 2.23 percent, which staff recommends for City Council approval.

The ineligible Special Rate Review items may be reviewed for potential inclusion in rates
effective July 1, 2027, as part of next year’s rate adjustment process.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all community members.
