This support
showed 1,452.80 tons more than the tonnage data provided in the annual report and
other reports to the City. PGS states that this is due to receiving “lost, missing, or
corrected weight tags after the reporting deadline imposed by the franchise
agreement.” The increase in tonnage in the application resulted in an increase of
$42,115 in transfer and transportation costs along with an increase of $134,864 in
disposal and processing costs.
D. The Application included GWR’s Mixed Recycling Processing Fee per Ton of $90, which
was updated to reflect the current cost of $92 per ton provided by GWR. This amount
was not available to PGS at the time of submission. The increase in these per-ton costs
resulted in an increase of $20,216 to recyclables processing costs.
E. PGS submitted a number of “Special Rate Review” requests. These included lease-
related costs, stormwater system expenses, and revenue adjustments.
F. Per Section 8.4.B.4 of the Franchise Agreement, Special Rate Review requests must be
submitted at least six months prior to the effective date. City staff, HF&H, and PGS
met with the Waste and Recycling Subcommittee on April 30 , 2026 to discuss these
items. Due to the late submittal, these items (except as noted below) were excluded
from this year’s rate adjustment. However, they will be reviewed for potential inclusion
in rates effective July 1, 2027, during next year’s rate adjustment process.
G. The annual curbside collection revenue Special Rate Review request of $53,589 was
accepted due to adequate supporting documentation and consistency with prior
applications.
H. HF&H recommends that the City work with PGS to revise reports submitted by PGS
throughout the year to more accurately reflect tonnage information as it is made
available.
I. As a result of the findings and recommendations outlined above HF&H recommends
that the City adopt a rate increase of 2.23% for solid waste collection rates effective
July 1, 2026.

* * * *
We appreciate this opportunity to be of service to the City.
