The proposed agreements support a citywide water meter and AMI replacement program
intended to improve system reliability, reduce meter failures, support accurate billing, and
strengthen long-term performance. Under the proposed agreements, Core & Main LP will work
closely with City staff to implement the new system in a manner that aligns with the City’s
operational needs.

This program will allow the City to replace its failing metering infrastructure with a modern,
integrated platform that improves water-use measurement, customer billing, and access to
reliable system data, while reducing manual intervention and ongoing maintenance demands.
Timely implementation will help limit operational issues and costs associated with continued
failures of the existing system.

Kamstrup water meters use ultrasonic technology to measure water flow by sending ultrasonic
sound waves through the water and calculating the time it takes for the waves to pass through.
This technology provides a high level of accuracy, and because the meters have no moving
internal parts, they typically have a longer service life and require less maintenance. The
meters include advanced data-logging capabilities that can help utilities track consumption
patterns, detect leaks, and optimize system operations. These meters include a 15-year full
warranty, prorated through the expected 20-year lifespan.

EQUITY AND SUSTAINABILITY
Reliable water metering infrastructure supports equitable delivery of utility services citywide by
improving billing accuracy and reducing service inefficiencies. Replacement of failing meters
will help reduce water loss, improve system efficiency, and support more sustainable water
system operations.

OUTREACH
The RFP was publicly advertised on the City’s website, through BidNet Direct, and in the
Valley Times.
Staff also reached out to the Zone 7 Water Agency on multiple occasions regarding the project
and potential coordination opportunities.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the citywide ONE Pleasanton Strategic Plan Goal of Investing
in Our Environment, including:
• Strategy 1 – Implement the five-year Capital Improvement Program (CIP) to complete
the design and construction of budgeted projects; and
• Strategy 4 – Complete the Water System Master Plan to reflect current and future
operations and identify system improvements and necessary maintenance.

FISCAL IMPACT
Funding for the Water Meter and AMI Replacement Project is programmed in the upcoming
Capital Improvement Program under Water Meter and AMI System Replacement, CIP No.
26137, in the amount of $10,930,000.

The proposed AMI CPX agreement with Core & Main LP is in an amount not to exceed
Page 194 of 443
