The project anticipates extensive outreach, with stakeholder and agency coordination led by
the consultant. The outreach will focus on key stakeholders, including quarry operators, Zone
7, Livermore, Dublin, Livermore Amador Valley Transit Authority (LAVTA), East Bay Regional
Park District, Caltrans, Union Pacific, and affected private landowners. At least three meetings
are anticipated to facilitate the outreach and alternatives selection.

STRATEGIC PLAN ALIGNMENT
The project aligns the ONE Pleasanton citywide strategic plan goal of Investing in Our
Environment by advancing long-range infrastructure planning, multimodal transportation,
environmental screening, stormwater management, and utility/right-of-way coordination. It also
supports the strategic plan goal of Building a Community Where Everyone Belongs through
multimodal access and stakeholder coordination.

FISCAL IMPACT
The Tri-Valley Transportation Council created the Tri-Valley Transportation Development Fee
(TVTDF) in 1998 to help fund regionally significant projects that would benefit the Tri-Valley
area. El Charro Road was added to the regionally significant project list in 2008. The TVTDF
program has a 20 percent return-to-source condition, under which 20 percent of all TVTDF
paid by City of Pleasanton development projects is returned to the City for expenditure on
TVTDF-qualifying projects. The TVTDF 20 percent fund balance is approximately $2,800,000.
As a qualifying project for use of TVTDF funds, staff recommends the City Council authorize a
transfer of $925,411 from the TVTDF Reserve to the El Charro Road Alignment Project, CIP
No. 27501 (21430124-440108-27501), to fund the contract.

Prepared by: Submitted by: Approved by:

Mike Tassano, Traffic
Engineer/Deputy Director of
Community and Econ Dev
Ellen Clark, Director of Community and
Economic Development

Acting City Manager

Attachments:
1.
