This report shall include the types of investments, the amount of money
invested with various institutions, purchase and maturity dates, and yield on investments. The
Director of Finance affirms that the investment portfolio complies with the investment policy
and will meet cash flow needs for the next six months.

This report also includes check and electronic payment information for April 2026.

DISCUSSION
The monthly disbursements and investment report provides transparency of the City’s
financial transactions and payments for review by the City Council.

The City has transitioned to a new reporting format to incorporate Chandler Asset
Management's Investment Report. The average purchase yield (also known as book yield) will
be used to indicate the annual rate at which the City is currently earning income. The average
market yield will be utilized to indicate the average rate at which new and maturing funds are
being reinvested. The City will also utilize total return to demonstrate how the portfolio has
grown over time. Total return includes growth from income (including accrual), realized gains
and losses as a result of a sale before maturity, and unrealized gains and losses (gains and
losses on paper) as a result of changes to market value. Total return is compared to the City’s
risk and performance measuring benchmark that is similar in duration to the City’s portfolio
duration: ICE BofA 1-5 Year Unsubordinated US Treasury & Agency Index.

The total investment portfolio (market value) consists of $195,049,595 managed by Chandler
Page 79 of 443
