P18-0078, P18-0079, P18-0081, PUD-130, and Tract 8569 CC-2026-__, May 19, 2026
18 of 36
discharge the 50-year recurrence interval storm event through the pipe network before
habitable structures become inundated.
52. STORM WATER ENERGY DISSIPATION. The drainage design relies on storm
discharges onto unprotected natural hillside slopes. To reduce erosion potential, the
storm drain system shall be designed to dissipate energy and reduce flow velocity to
less than 6 feet-per-second at the discharge end of all outfalls. (Address this condition
prior to improvement plan approval).
53. PRIVATE STORM DRAIN EASEMENTS. Private storm drain easements shall be
granted across the western portion of Lot 30 for the benefit of Lot 29 and Parcel C, and
across Lot 29 for the benefit of Parcel C. The easements shall assure that storm runoff
within Devany Creek can flow unobstructed across these properties to the Dublin
Canyon Road culvert. Maintenance of the creek shall be the obligation of each property
owner, unless this obligation is transferred to the homeowner’s association. (Address
this condition prior to subdivision map approval).
54. POTABLE WATER. The potable water distribution system within the subdivision shall
be designed in accordance with the Hydraulic Analysis prepared by Akel Engineering
Group dated June 2024, specifically “Alternative 3 – Moller 770 Connection”, although
Lots 29 and 30 shall be connected to the Dublin Canyon Pressure Zone. Said system
shall be publicly owned and maintained by the City. Appropriate Public Service
Easements shall be granted across roads and access pathways to allow maintenance
access to these facilities. (Address this condition prior to subdivision map approval).
The City’s Utility Division requires a water inter-tie on Dublin Canyon Road between the
Dublin Canyon Pressure Zone and the Moller 770 Pressure Zone so the subdivision
can be temporarily fed from the Dublin Canyon zone if service from the Moller zone
is interrupted. Final design and coordination of the inter-tie is subject to the Utility
Division review and comment during the permitting phase. (Address this condition prior
to plan approval).
55. DESIGN STANDARDS: All permanent connections to the City’s potable water network
shall conform to Pleasanton Municipal Code §14.04.050. Any required water pressure
and/or flow needed by the project developer beyond that available from the network at
the point-of-connection must be provided by the project developer as a private
improvement on the customer side of the meter or backflow prevention device. All
extensions or upgrades to the potable water network shall be designed to satisfy the
following minimum standards:
a. Minimum number of valves:
i. 3 at cross intersections
