Ordinance No. 2306
WHEREAS, at its duly noticed public meeting of April 22, 2026, the Planning Commission
considered the written agenda report, all public testimony, relevant exhibits, and staff
recommendations as to the Project; and
WHEREAS, by adoption of Resolution No. PC -2026-08, the Planning Commission
confirmed that:
a. it had independently reviewed and considered the information contained in the EIR,
including the written and oral comments received on the Draft EIR and written
responses to the comments, prior to making a recommendation on the Project;
b. the EIR reflects the City's independent judgment and analysis on the potential
environmental impacts of the Project, and provides information to the
decisionmakers and the public on the environmental consequences of approving
the Project; and
c. the EIR adequately describes the Project, its significant environmental impacts,
mitigation measures, and a reasonable range of alternatives.
On these grounds, Resolution No. PC -2026-08 recommended the City Council certify the EIR
WHEREAS, at its duly noticed public meeting of May 19, 2026, the City Council
considered the written agenda report, all public testimony, relevant exhibits, and staff/Planning
Commission recommendations; and
WHEREAS, the City Council finds that the Project is consistent with the General Plan and
the purposes of the PUD ordinance based on the considerations set forth in this ordinance.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Findings for approval of PUD Development Plan (PUD -130).
With respect to Case No. PUD -130, the City Council makes the following findings and
determinations with respect to each of the considerations for a PUD Development Plan as
required by Section 18.68.110 of the PMC:
1. Whether the plan is in the best interests of the public health, safety, and general
welfare:
The Project, as conditioned, meets applicable City standards concerning public health, safety,
and welfare. The Project includes installation of all required infrastructure and utilities to serve
the development, as well as roadway and traffic improvements along Dublin Canyon Road,
including a new signalized intersection to enhance safety and access. The design
incorporates emergency vehicle access, fire protection measures including defensible space
and fuel management zones, and compliance with applicable Building and Fire Codes.
Stormwater runoff would be managed through on-site drainage facilities and water quality
treatment measures consistent with City and regional requirements. Construction impacts
would be minimized through standard conditions of approval, including construction hour
limitations and dust control measures. While the Project would result in significant and
unavoidable vehicle miles traveled (VMT) impacts, these impacts are typical of residential
development in similar locations and are outweighed by the Project's public benefits, including
housing production, open space preservation, and public access improvements. Therefore,
Page 2 of 5
