Page 6
Introduction
Executive Summary
The Oak Tree Farm Landscape Maintenance District, 1994-1, was created in 1994,
with phase 2 annexed into the district in 1999, and totals 42 parcels. The purpose
of the district is to fund the maintenance of the Oak Tree Farm subdivision. The
district was formed prior to the passage of Proposition 218, the "Right to Vote on
Taxes Act" which requires property owner approval to impose or increase
assessments.
When the district was formed, an inflation escalator was built into the assessment
with a maximum assessment at the time of$1,000 per parcel annually. However,
the inflation escalator has not been applied and, until last year, assessments
remained the same since they were lowered in FY 1999-2000 to$465.75. Last year,
staff determined that an assessment of up to $1,000 with an inflation escalator
was approved at the time that the district was formed and the assessments were
restored back to the original assessment of $617.41. The assessment will remain
at $617.41 for the current fiscal year. Despite the adjustment, the level of
maintenance has experienced a severe decline and a there is a lack of sufficient
funding for capital improvement projects. The City was forced to shut down the
irrigation system, which has led to an even further decline of the landscape. Last
year, staff met on several occasions with residents to determine the owner's
priorities. Based on those meetings, the City drew down on the reserve to
complete some of the priority work identified by the property owners, including
tree removal, tree pruning, and fence repair. Staff intends to draw down the
reserve even further this year to complete more safety improvements, including
pruning some of the larger oak trees along Foothill and the London Place trees
along Oak Tree Farm Drive and converting the lighting to LED.
Despite last year's drawing down of the reserve, and the proposed drawing down
of the reserve this year, staff expects that the future stepped assessment increases
will place the district in a fiscally sustainable position.
City of Pleasanton
Lighting & Landscape Maintenance District No. 1994-1, SCIConsultingGroup
Oak Tree Farm
Engineer's Report
