4
Pleasanton Fiscal and Development Impact Fee Studies
Pleasanton, California
EPS has conducted several recent fiscal impact studies for the City of Pleasanton as
well as a comprehensive development impact fee study, which provides our team
with a strong baseline understanding of the City’s budget and capital programming
efforts. These include:
•East Pleasanton Annexations Fiscal Impact Analysis – EPS prepared a fiscal
analysis for two residential projects proposed by Steelwave LLC for annexation
into the City of Pleasanton. The analysis compared the General Fund revenues
and costs generated by each project if annexed versus remained in adjacent
unincorporated County.
•Comprehensive Development Impact Fee – EPS prepared a comprehensive
development impact fee study based on a detailed, department by department
review of the City’s long-term capital needs and objectives, including park and
recreation facilities. The Fee Program was approved in 2025.
•Stoneridge Mall Framework Plan – During an accelerated 8-month study
process (driven by Housing Element deadline), EPS worked closely with City
staff, architects and urban designers, mall owners and other stakeholders to
ensure the final Stoneridge Mall Framework Plan was realistic and achievable
from economic and fiscal perspective. The work included an analysis of the fiscal
performance of alternative development concepts (e.g., baseline conditions
versus higher density mixed use) to address concerns over the potential loss of
sales tax revenue and increased municipal service requirements.
Project Profile
Fiscal & Economic Impact Analysis
Docusign Envelope ID: 98744AE5-EEED-4971-BE22-086E7E6B0F39Docusign Envelope ID: 453DF443-8D5B-8051-82C2-13A2E2134CFC
