The City seeks authorization to accept CTFGP funds to address unsafe
driving issues in the community. Awarded funds would be available from July 1, 2026, through
June 30, 2027.

RECOMMENDATION
Adopt a resolution to authorize the acceptance of the California Highway Patrol (CHP)
Cannabis Tax Fund Grant Program (CTFGP) for $81,071 and authorize the City Manager to
execute all documents and approve the budget amendment in the Operating Grants Fund.

BACKGROUND
The State of California Cannabis Tax Fund Grant Program (CTFGP) provides funding to
augment current activities and programs that address impaired driving. The California State
Controller’s Office appropriates the funding through Proposition 64, the Control, Regulate and
Tax Adult Use Marijuana Act. The City has not previously received CTFGP grant funding.

The grant will allow the City to implement an Impaired Driving Education and Enforcement
Program to address increased cannabis-impaired driving incidents. Through specialized
training, community outreach, and the acquisition of necessary equipment, the City aims to
improve its ability to effectively identify and apprehend impaired drivers. Funds will support
officer training, public education campaigns, and enforcement efforts, including purchasing
equipment to aid driving under the influence (DUI) investigations and prosecutions.

DISCUSSION
The State of California CTFGP grant application, included as Attachment 1, focuses on
enhanced enforcement and supporting equipment acquisition.

The program aims to reduce DUI driving and DUI-related collisions during the grant period. To
achieve these goals, the City will host one DUI checkpoint and support the purchase of
enhanced enforcement resources, including lights and Preliminary Alcohol Screening (PAS)
devices for the DUI checkpoint.

By strengthening training, increasing enforcement capacity, and enhancing public education,
the City aims to improve roadway safety and reduce cannabis-related impaired driving.
