As shown in Table 1, the City experienced no overflows in calendar year 2025, which is below
the annual target of five occurrences. Overflows in prior years have ranged from one to seven
occurrences annually.

For gravity main cleaning and inspection, the City achieved approximately 92 percent and 87
percent, respectively, of the annual target of 190,000 linear feet. Performance below the
annual target was primarily attributable to operator shortages in the Utilities Division during
calendar year 2025. To help address this issue moving forward, the City has identified the
need for on-call contract services to supplement staff, as needed, to meet cleaning and
inspection targets. Funding for these contract services has been incorporated into the current
sewer rate study.

The City exceeded its targets for lift station inspections and open work orders. Manhole and
force main inspections are new programs recommended in the SSMP adopted by the City
Council in June 2025, with implementation planned to begin in 2026.

EQUITY AND SUSTAINABILITY
Implementation of the SSMP supports long-term protection of community water resources and
helps prepare the City’s infrastructure for changing climate conditions. These efforts contribute
to improved water quality, enhanced system reliability, and increased resiliency.

OUTREACH
Outreach occurs as described in Element 11 of the City’s SSMP.

STRATEGIC PLAN ALIGNMENT
Approval of this item supports the ONE Pleasanton strategic plan goal of Investing in Our
Environment.

FISCAL IMPACT
There are no fiscal impacts associated with this agenda report.
