Such changes have been adopted <br />by such other agency or can and should be adopted by such other agency. <br />(c) Specific economic, legal, social, technological or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR. <br /> <br />The required findings shall be supported by substantial evidence in the record (CEQA Guidelines § <br />15091). <br />This document sets forth the required findings described above (hereinafter, “Findings”). For the <br />purpose of these Findings, the “EIR” shall consist of the Draft EIR, all appendices attached to the <br />Draft EIR, and the Final EIR. The Final EIR incorporates the Draft EIR. References herein to the EIR are <br />to the collective documentation contained in the Draft EIR and Final EIR. All acronyms used within <br />this document shall have the same meaning as defined in the Draft EIR. <br />1.2 - Statement of Findings <br />The City of Pleasanton has prepared an EIR pursuant to CEQA. The Draft EIR for the Hidden Canyon <br />Residences and Preserve Project (proposed project) identifies significant effects on the environment, <br />which may occur as a result of the proposed project. The Final EIR (consisting of the Introduction, <br />Errata, and Responses to Comments) incorporates the Draft EIR. For these Findings, the “EIR” shall <br />consist of the Draft EIR, all appendices attached to the Draft EIR, and the Final EIR. All acronyms used <br />within this document shall have the same meaning as defined in the Draft EIR. <br />Section 1.5 sets forth potential environmental effects of the proposed project which have no impact <br />or are not significant because of the design of the proposed project. <br />Section 1.6 sets forth those potential environmental effects of the proposed project which are not <br />significant because they can feasibly be mitigated below a level of significance. <br />Section 1.7 discloses the environmental impacts that remain significant and unavoidable even with <br />the incorporation of feasible mitigation. <br />Section 1.8 summarizes the alternatives discussed in the EIR and makes findings with respect to the <br />feasibility of alternatives and whether the alternatives would lessen the significant environmental <br />effects of the proposed project. <br />The following sets forth all significant effects of the proposed project and with respect to each effect, <br />makes one or more findings set forth in Section 1.1, Introduction, and provides facts in support of <br />such findings. <br />As discussed above, the City of Pleasanton is required to make certain findings with respect to these <br />impacts pursuant to CEQA Guidelines Section 15091. Accordingly, the City of Pleasanton hereby <br />makes these required findings, as set forth in this document (“Findings”). These Findings summarize
