Planning Commission <br />Agenda Report <br />April 22, 2026 <br />Item 4 <br />SUBJECT: P18-0078, P18-0080, P18-0081, PUD-130, and TRACT 8569 <br />APPLICANT:Ponderosa Homes II Inc. <br />PROPERTY OWNERS:Myron Lester & Diane Kolb <br />Ponderosa Homes II Inc. <br />Oak Hills Congregation Jehovah’s Witnesses Pleasant <br />PURPOSE:Recommendations to the City Council for: (1) Certifying the Final <br />Environmental Impact Report (FEIR); (2) Annexing (P18-0078) <br />parcels totaling 130.98 acres from unincorporated Alameda County <br />to the City of Pleasanton; (3) adopting General Plan Amendments <br />(P18-0080) redesignating residential areas from Open Space– <br />Public Health and Safety to Low Density Residential and open <br />space areas from Low Density Residential to either Open Space – <br />Public Health and Safety or Open Space–Parks and Recreation; (4) <br />Rezoning (P18-0081) parcels from Pre-Zoned PUD–OS-A&G/OS- <br />PH&S/LDR/HOZ (Planned Unit Development–Open Space– <br />Agriculture and Grazing/Open Space–Public Health and Safety/Low <br />Density Residential/Housing Opportunity Zone) Districts to PUD– <br />OS-A&G/OS-PH&S/LDR (Planned Unit Development–Open <br />Space–Agriculture and Grazing/Open Space–Public Health and <br />Safety/Low Density Residential) Districts; (5) approving a Planned <br />Unit Development (PUD-130) to construct 28 detached single- <br />family residences, demolish and reconstruct two existing single- <br />family residences, and install related on- and off-site improvements <br />and infrastructure; (6) approving a Vesting Tentative Tract Map <br />(Tract 8569) to subdivide parcels totaling 128.5 acres into either <br />single-family lots or private and public open space; and (7) <br />approving a Pre-Annexation and Development Agreement. <br />LOCATIONS:Lester Properties: <br />11021 and11033 Dublin Canyon Road, and parcel to the west of <br />11021 Dublin Canyon Road, & <br />(APNs 941-2500-002, 941-2500-003, & 941-2600-002-6) <br />Ponderosa Property: <br />10807 Dublin Canyon Road (APN 941-2700-2) <br />Oak Hills Congregation Property: <br />10971 Dublin Canyon Road (APN 941-2700-1)
