P18-0078, P18-0080, P18-0081, PUD-130 and Tract 8569 (Hidden Canyon) Planning Commission
3of 28
3. Adopt a resolution recommending approval of the Pre-Annexation and Development
Agreement.
EXECUTIVE SUMMARY
The applicant proposes to annex1 five parcels totaling 130.98 acres into City limits, and
develop four of the parcels, located at 10807, 11021 and 11033 Dublin Canyon Road, and the,
parcel west of 11021 Dublin Canyon Road and hereafter referred to as the ‘project site,’with
30 detached, single-family residential lots, including two lots to replace two existing homes in
the northeastern portion of the project site, and related on- and off-site improvements. The
project would also include dedication of land to the East Bay Regional Park District (EBRPD)
and construction of an EBRPD staging area for public access to Pleasanton Ridge.
The proposed project is consistent with the project site’s pre-zoning designation of Pre-zoned-
PUD-OS-A&G/OS-PH&S/LDR/HOZ Districts, which requires conformance with the City’s
certified 2023 Housing Element, but not the City’s adopted Objective Design Standards (ODS),
as the application was submitted prior to adoption of the ODS.
The environmental documentation, consideration for annexation, General Plan amendments,
PUD development plan, Vesting Tentative Map, and Pre-Annexation and Development
Agreement are before the Planning Commission for consideration and recommendation to the
City Council.
SITE AND AREA DESCRIPTION
Site Description
The project site is located on the south side of Dublin Canyon Road and comprises five
existing unincorporated parcels ranging in size from 0.9 to approximately 105 acres in size
(see Figure 1). A 66.01-acre portion of the property west of 11021 Dublin Canyon Road is
located outside of the City’s urban growth boundary (UGB) line. Two of the properties (the 0.9 -
acre easternmost parcel at 11033 Dublin Canyon Road; and an adjacent 15-acre parcel at
11021 Dublin Canyon Road) each include an existing home and miscellaneous accessory
structures. The remaining parcels to the west, which include undeveloped grazing land, are
100 acres and 12.6 acres, respectively. All properties are owned by the Lester family, apart
from the 12.6-acre property which is owned by Ponderosa Homes II.
The project site has frontage on Dublin Canyon Road at its northeast and northwest ends, with
an intervening 2.5-acre property proposed for annexation with the project site, owned by the
Oak Hills Congregation. The Oak Hills property is developed with an existing religious facility
and associated surface parking areas that are situated on relatively flat, graded pad areas.
Vehicular access to the Oak Hills site is provided by an existing driveway from Dublin Canyon
Road, which ascends from the roadway to the developed portions of the site, where the
primary building and parking areas are clustered. The Oak Hills Congregation property will
continue to operate under existing conditions.
The topography of the project site is hilly, with a main ridge rising from the northeast corner.
The southern portion of the project site slopes down into Devaney Canyon, a heavily vegetated
corridor which contains Devaney Creek, running in a southwest to northeast direction of the
1 10971 Dublin Canyon Rd. is part of the annexation application only and is not included in any other entitlements.
