incompatible with the general features of the existing residential neighborhood, which consists
of pedestrian-scale buildings no taller than two stories and façade breaks by architectural
features and/or step back of upper floors. While the guidelines do not preclude apartment or
multi-unit buildings, it specifies that townhome-type groupings are “preferred” – the single
building containing multiple units are not of the preferred type.

Zoning & Objective Design Standards (ODS) for Multifamily Housing in R-M, C-C, and M-U
Districts (adopted January 26, 2023)
The subject lot is zoned Mixed Use – Transitional (MU-T). Per PMC Chapter 18.46, one of the
objectives of the Mixed-Use Districts is the inclusion of residential uses, which may include
residential-only development. Consistent with the DSP, the MU-T District permits a maximum
FAR of 125 percent. The District also requires a minimum site area of 1,000 square feet per
dwelling unit (Table 1). In addition to the ODS, the subject lot is also subject to the specified
2023 ODS for residential development.

At this time, the submitted application materials do not provide enough information for staff to
comprehensively evaluate the project’s conformance with the ODS. Nonetheless, in review of
the submitted application material, the applicant has requested deviation from all the objective
design standards as specifically referenced in this section of the report.

Attachment 3 in Exhibit C sets out the applicant’s most recent list of requested deviations from
the ODS, and also provides a summary list of 33 ODS standards that staff have identified as
the project failing to meet or have been unable to assess without further information. Note, per
the ODS, the ODS takes precedence over any conflicting requirement or guideline established
in the PMC.

Table 1 below provides a summary of the project’s conformance with the key site development
standards for the DSP, MU-T District, and ODS. The subsections of the report below evaluate
Zoning and ODS conformance accordingly

Table 1: MU-T Site Development Standards Conformance
Site Development Standards
DSP/MU-T-District/
ODS
Proposed Project Conforms?
Front Yard Setback 10’ per ODS 9’ (Building Wall) No
Side Yard Setbacks 7’ Min./16’ Combined per
ODS
6’-4” min. / >10’ Combined No
Rear Yard Setbacks 10’ >10’ Yes
Maximum Dwelling
Units
21 max.3 4 Yes
Private Useable Open
Space
75 sf per unit; or 50 sf
per bedroom, whichever
is greater per ODS
0 sf for units A, B, C
>50sf for unit D
No, for units A, B, C
Yes, for units D
Floor Area Maximum 1.25 .071 Yes

3 One dwelling unit permitted per 1,000 square-feet
