standards is nonconforming or requires additional information. Specific emphasis includes the
proposed project’s height, building orientation, frontage, and volume/massing.

Per ODS C1.5, height is limited to two stories and 30 feet, except where an additional story
and height are permissible by provisions in the DSP and PMC. As noted in the DSP section
above, DSP LD-P.50 limits residential building height to no more than 30 feet and a maximum
of two stories. As proposed, the project’s three-story and 34-foot height design is inconsistent
with the ODS.

As previously noted, the building’s rear is oriented to the primary frontage along Old Bernal
Avenue with a nine-foot front setback with no primary entrance. As a result, the project does
not provide an active building frontage (ODS B2, B2.4), nor a primary entry (lobby) for the
multi-unit residential building adjacent to the public sidewalk (ODS C3.b, C5.2). Additionally,
the proposal does not provide entries as a predominant feature of front facades (ODS C5.a).

The nonconformance of the design and orientation to the ODS, staff finds, results in a building
design that articulates large building volume and mass (ODS C1 and C5.a). The front elevation
proposes three wall breaks: two are set back approximately one and one-half feet, and the
third is set back four feet (see sheet A200 in Exhibit B). Staff finds the approximately one and
one-half-foot staggered wall setback is insufficient and results in a larger building volume and
mass.

Vehicle and Bicycle Parking
The project proposes a two-car garage, including one van-accessible parking space, with no
additional on-site vehicle parking. Short- and long-term bicycle parking is also proposed, with
short-term spaces located along Old Bernal Avenue and long-term spaces within the ground-
floor utility room. However, the plans do not clearly identify the number of bicycle parking
spaces or demonstrate compliance with ODS B5.10 bicycle parking requirements, including
required proximity to building entrances. Staff has req uested additional information to verify
compliance.

Lighting & Landscape/Open Space
The project proposes limited on-site lighting consisting primarily of wall sconces and low-
voltage landscape lighting. The pedestrian scale lighting meets the photometric standards
outlined in ODS B7; no lighting fixture exceeds 25 feet in height and is entirely contained on
the site.

As proposed, the project is required to provide Private Usable Open Space (PUOS) at a
quantity of 75 square-feet per unit; or 50 square-feet per bedroom, whichever is greater. The
project consists of 15 bedrooms (all-inclusive of units). As a result, the project is required to
provide 750 square-feet of PUOS. The project does not provide PUOS for the three studio
units. Per ODS B6.5 and B6.6., PUOS for the units are required to conform to the following:

• B6.5: Where provided, Private Usable Open Space including, but not limited to,
balconies, porches, stoops and terraces, shall provide a minimum dimension: a. Private
Useable Open Space at grade shall have an unobstructed minimum dimension of ten
feet. b. Private Useable Open Space above grade shall have an unobstructed minimum
dimension of five feet.
