In return for these concessions, the City may negotiate developer concessions, including community benefits or contributions that the City could not otherwise obtain from a developer through normal exactions or conditions of approval.5 The PADA’s currently proposes community benefits include improvements to Busch Road,6 a private park and upstream improvements to the City water and sewer system,7 a $3.0 Million payment towards a future El Charro Road Extension, and 48 deed-restricted Junior ADUs.8 The draft PADA does not include workforce standards for the Project’s construction workforce. <br />When the City takes discretionary actions that assist private development projects, such as entering into development agreements, it should ensure that these actions also ensure that development construction activities support the local economy, support local workers, and support local job creation. In addition to the above public benefits, EBBRD recommends the City and the Applicant consider incorporating workforce benefits as community benefits in the PADA.
