The agreement establishes a unified
framework for disaster preparedness, response, recovery, and mitigation through December
31, 2035.

RECOMMENDATION
Adopt a resolution accepting the agreement for participation in the Alameda County
Operational Area Emergency Management Organization.

BACKGROUND
On May 10, 2016, the Alameda County Board of Supervisors approved an agreement that
allowed the County of Alameda and other local public entities to work together by sharing
resources and information to protect the public. The Operational Area agreement is renewed
on a 10-year cycle. The County adopted the current agreement on January 27, 2026, and has
requested that each participating jurisdiction adopt it by resolution.

The protection of life, property, and the environment is a shared responsibility of local, state,
and federal governments. Approval of this agreement continues that established practice and does not
change the City's existing obligations under the Operational Area structure.

DISCUSSION
The agreement integrates and coordinates the County’s available resources into an efficient
and effective organizational structure by defining roles, policies, and procedures in accordance
with California’s Standardized Emergency Management System. This approach ensures the
most effective and cost-efficient allocation of resources. This provides a framework for
collaboration in essential areas including communications, equipment, medical services,
Page 10 of 923
