DISCUSSION
The agreement with West Yost includes the following tasks:
• AWIA Cybersecurity Assessment Crosswalk and Gap Analysis: This task will evaluate
cybersecurity findings from the City’s 2025 America’s Water Infrastructure Act (AWIA)
Cyber Risk and Resilience Assessment and 2024 SCADA Management Plan. This
effort will identify gaps and establish an updated cybersecurity baseline to inform and
prioritize the subsequent development of standards.
• SCADA Standards Development: This task will develop formal SCADA standards
addressing instrumentation, hardware, programming, tagging, and database
conventions, graphics, alarm management, reporting, and version control.
• Basis of Design for Near-Term System Resilience Projects: This task will investigate
and define the scope, level of effort, and planning-level cost required to implement the
near-term system resilience projects. This task will not include actual execution of the
projects by West Yost; rather, it will establish the technical framework, design criteria,
and budgetary estimates for subsequent execution by the City.

The agreement with West Yost includes a $55,000 allowance for additional services related to
the tasks described above, upon written authorization from the City’s project manager.

Staff has determined that West Yost is the only firm capable of performing this work without
introducing unacceptable operational and security risks. As the author of the City’s SCADA
Master Plan and related system assessments, West Yost possesses exclusive institutional
knowledge of the City’s specific SCADA architecture and control logic. Because this scope
involves highly sensitive operational technology and critical utility control systems, engaging a
firm unfamiliar with the City’s proprietary configurations would necessitate a redundant, high-
risk period of reverse engineering and vulnerability assessment.

EQUITY AND SUSTAINABILITY
Implementation of the SCADA standards project supports long-term protection of community
water resources. The project contributes to improved water quality, enhanced system
reliability, and increased resilience.

OUTREACH
Not applicable, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Not applicable, as this item is a routine matter of City business.

FISCAL IMPACT
This project is funded and has been budgeted for FY by the Water Enterprise Operating Fund
– Professional Services (42040602-430101).
